Cultural Personalities Exchange Program
Foreign Affairs Canada operates a program to provide exposure for outstanding
Canadian achievements in the arts and scholarship which do not meet the
eligibility criteria of other existing programs. Applications from all cultural,
social or academic sectors are entertained, with priority accorded to the
promotion of Canadian Studies abroad. The projects are evaluated in
particular on the quality and the quantity of planned activities and of the
targeted audiences.
Applications are not accepted for activities covered
by programs or financing from other sources such as the Canada Council, the
Medical Research Council, The National Research Council, the Natural Sciences
and Engineering Research Council, the Social Sciences and Humanities Research
Council or others.
Typically, the program pays for the least-expensive
airfare to the destination. Applicants are eligible to receive a maximum airfare
of $2000 CAD to Asia and $1500 CAD to Europe and Latin America (exception is
given to those residing in isolated areas, such as the three Territories and
Artic Canada).
The program will fund only one person per
project/event. Furthermore, successful applicants can only receive one grant per
two years.
In order to effectively use the limited funds of the
program by focussing its resources to specific geographical areas, Foreign Affairs Canada has given funding priority
to the following destinations: members of the G8 (France, Germany, United Kingdom, United States, Italy, Russia, and Japan)
as well as the People's Republic of China, Brasil, India, Mexico and South Africa.
Who can apply
Anyone who is a Canadian Citizen or a Permanent
Resident can apply. In addition, applicants must be either University/College
Professors (priority will be given to those who will be promoting/supporting
Canadian Studies abroad), Experts in their given field, or full-time,
professional Artists, such as writers, musicians, dancers, painters, sculptors,
photographers, film makers, etc.
Application Procedure
A detailed application must be prepared and submitted
by the candidate at least 6 weeks before the date of planned travel to
the foreign country. Since there are no application forms, applications must
include the following information:
- a covering letter describing the project, its
objectives and expected results;
- a detailed program of the visit, which
includes a general description and schedule of planned activities and a
description of the groups participating in the visit (a minimum of four
public presentations is required, which includes media interviews, but not
performances, art expositions, film showings and book signings);
- two official, independent statements from
either travel agencies or airline companies on the lowest available
economy and APEX fares; and,
- a brief curriculum vitae and letters of
invitation (applicants must have received an official invitation(s) by the
receiving country in order to be considered for the
program).
Applications are subject to review and approval by
a panel of officials. The selected candidate is to submit a report (within the
thirty days following the end of the mission) describing the results of the
project, how useful and effective was the project, and the action
items.

income tax purposes will be issued for any financial assistance granted to
individuals by the Department of Foreign Affairs.

The "Bank of Missions"
Within the Cultural Personalities Exchange Program, a
Bank of Missions facilitates exchanges of artists, experts, academics (the
"missions") between Canada and other countries with which a bilateral cultural
agreement has been reached. Each country has agreed to host missions totalling a
specific number of days during a calendar year.
Typically, applications approved are provided funding
for a per diem or the least-expensive airfare to the destination.
The receiving country normally pays a per diem, while
the sending country pays the least expensive round trip international airfare
from the airport nearest the participant's residence to the airport nearest the
final destination abroad. Applicants or hosts are responsible for all local
arrangements, but the sending and/or receiving country may request the inclusion
of activities related to international cultural relations programs. Either
country may decline to share in a particular project. No mission may exceed 21
days.
Persons must submit an application at least six weeks
prior to the anticipated date of departure. The application should include:
- a covering letter describing the project, its
objectives and expected results;
- a detailed program of the visit which would
include a general description and schedule of planned activities and a
description of the groups participating in the visit;
- a statement of the cost of applicable
international air travel at the lowest available fare, and;
- a brief curriculum vitae and letters of
invitation.
Applications are subject to review and approval by a
panel of officials. A report of the results of the visit must be submitted
within thirty days following the end of the trip.
