Added Party
A person who is not the Appellant but who is affected by a decision concerning the Appellant's CPP or OAS benefits. For example, a former spouse may be involved in CPP credit splitting with the Appellant. This person is considered to be an Added Party to the appeal.
Adjournment
A decision of a Review Tribunal to reschedule the hearing to another date and time. This usually occurs at the hearing.
Appellant
A person who has received a Reconsideration decision from the Minister of SDC concerning their application for CPP or OAS benefits, and who has filed an appeal to the Commissioner of Review Tribunals (CPP/OAS).
Client Service Officer
A person from the Office of the Commissioner of Review Tribunals who provides Appellants with individual counselling regarding the Review Tribunal process and eligibility requirements for benefits.
Detailed Record of Earnings
This report provides you with information on your earnings and contributions to the Canada Pension Plan.
Governor-in-Council
Governor-in-Council appointments are those made by the Governor General on the advice of Cabinet. Recommendations for appointments originate from many sources, including the political, commercial and academic and professional communities, senior public servants, and advocacy groups. In addition, for most full-time fixed term appointments, qualified candidates are actively sought through publicized notices of vacancy that appear in the Canada Gazette.
Hearing File
The Hearing File contains copies of all the papers the OCRT receives from the Appellant, from SDC and from any Added Party. These papers include all the information that SDC used to arrive at their Reconsideration decision, including application for benefits (CPP or OAS), decision letters, etc.
MQP (see Minimum Qualifying Period)
New Facts
Subsection 84(2) of the CPP states that a Review Tribunal may, on obtaining new facts, re-open a decision given by the tribunal.

An appellant that decided not to appeal to the Pension Appeals Board can ask the Review Tribunal to re-open its decision if they have new information that:
- Supports the appeal, and
- Could not reasonably have been given to the Review Tribunal when it heard the appeal earlier.
Postponement
A decision of the Office of the Commissioner of Review Tribunals to reschedule a hearing to a different date and time. This usually occurs before the hearing takes place.
Reconsideration
A written request by a person who has applied for benefits to the Minister of Social Development Canada to review the decision made about those benefits. A government officer reviews the case and makes a Reconsideration decision.
Representative
A representative is someone that you appoint to act on your behalf to present your appeal before the Review Tribunal. A representative can be a family member, a friend, a member of your community, advocate, union representative, or a professional such as a lawyer, or doctor.
Representative for CPP Disability (or OAS GIS, CPP)
An SDC employee that presents the reasons for the Reconsideration decision by the Minister of SDC at the Review Tribunal.
Review Tribunal
A group of three people who are Panel Members, including a Chairperson who is a lawyer and two other members. The Review Tribunal conducts hearings and makes a decision concerning an appeal involving CPP or OAS benefits. See About Review Tribunals.
SDC
Department of Social Development Canada. This department is responsible for the administration of CPP and OAS programs.

Withdrawal
An appellant may, at any time withdraw the appeal by notifying the Commissioner, who will inform the other parties of the withdrawal.
Witness
A person who is in a position to provide information about the facts in an appeal.
