International Scientific Cooperation Bureau

Academic Exchange Arrangements

The academic exchange agreement provides a framework for the exchange of researchers and graduate students and for the undertaking of research activities, related or non-related, to these exchanges. The agreement creates neither legal nor financial obligations between the parties who, through the agreement, express their interest in extending the best possible effort to promote cooperation. For AAFC, the agreement is customarily signed by the Chief Scientist, International, and by the president of the other participating organization. Each participant appoints a representative to the agreement management committee.

    "As the administrative department of the Chinese government in charge of the national introduction of foreign intellectual resources, the State Administration of Foreign Experts Affairs (SAFEA) (opens in a new window) is responsible for the administration concerning experts from abroad, and from the Hong Kong SAR, the Macao SAR, and Taiwan region, in the fields of economy, technology, management, education, science, culture, healthcare, including experts working in foreign invested ventures, those working under import contracts and key construction projects. It is also in charge of sending Chinese technical and managerial professionals from government departments and enterprises for overseas training."

  • Purpose
    Strengthening agricultural science and technology cooperation through the exchange of scientific and technical personnel between the People's Republic of China and Canada based on the principle of friendship, equality and mutual benefits.

  • Objective
    The objective of this Memorandum of Cooperation (MOC), is to provide a framework for the promotion of exchanges of scientific and technical personnel in the area of agricultural science and technology.

  • Sectors of cooperation
    AAFC and SAFEA will promote exchanges of scientific and technical personnel in sectors of agricultural science and technology such as:

    1. The planting, breeding and related techniques concerning new varieties of crops and livestock
    2. The prevention and cure techniques of plant diseases, insect pest and plague
    3. The processing techniques of farming products and the food safety criteria and
    4. Any other sector mutually acceptable to the Participants
  • Forms of cooperation
    AAFC and SAFEA will work together to develop joint projects in specific sectors of common interest through the exchange of personnel and professionals for training.

  • Inner Mongolia Agricultural University (opens in a new window) (IMAU), People's Republic of China

    "The IMAU (opens in a new window) was established in 1952. Its primary objective is undergraduate studies. IMAU is a multidiscipline university with 7 fields of studies. They are Agronomy, Science, Engineering, Economics, Management, Human Studies and Education.

    Currently, IMAU has 17 colleges that include the College of Animal Science and Medicine, a department for physical education, a library and an archive. The number of currently enrolled students is approximately 22000. Among them, there are 1113 master and doctor candidates. Its teaching staff had reached 1076. They are 135 professors, 350 associate professors, 58 doctorate degree supervisors and 266 master degree advisors. IMAU offers 57 undergraduate programs. Thirteen of them are offered in both the Mongolian and the Chinese languages. IMAU has 3 first-level and 20 second-level disciplines, which are authorized to grant doctorate degrees. It also has 46 second-level disciplines that confer master degrees. IMAU had established a moving station for post-doctorate research. There are also a state-level key discipline, 5 provincial and ministry-level key laboratories and 3 regional engineering technology research centers."

  • Institut Supérieur des Techniques Appliquées en Chimie Agroalimentaire (ISTACHA), Democratic Republic of the Congo (DRC)

    Created in 2004, the Institut Supérieur des Techniques Appliquées en Chimie Agroalimentaire (ISTACHA) is a public, technology-based university institution under the Ministry of Higher and University Education of the Democratic Republic of the Congo (DRC). In order to boost Congolese agricultural production and minimize undernourishment, this organization has a mandate to provide the DRC with personnel qualified in food processing technology with a view to solving the problem of agricultural product losses due to an inadequate mastery of processing and preservation methods and techniques.

    ISTACHA is responsible for:

    1. Training engineering technicians in food chemistry and master's students in food quality, safety, processing and preservation
    2. Producing and transferring scientific knowledge and innovations, particularly in the fields of agriculture, food and the environment; and contributing to the promotion of scientific and technical culture and to the debate on science and society

  • Royal Veterinary and Agricultural University

    The Royal Veterinary and Agricultural University (opens in a new window) was founded in 1856. It is the only Danish University specialized in agriculture and veterinary medicine. It also has educational programs in horticulture, agronomy, forestry, food science and many other fields. Since internationalization is one of its priorities, the institution accepts several hundred foreign students every year. Its facilities include an arboretum and some experimental farms. The Royal Veterinary and Agricultural University has a full range of programs covering all aspects of agriculture from production to consumption and carries out both fundamental and applied research. For a number of years now, the University has been working with other universities, government research centres and industry in order to maximize collaborative work and pooling of knowledge.

In the era of globalization, the leaders of this institution are establishing partnerships with several countries. With a primary focus on scientific and cultural cooperation, the University of Alexandria is slowly positioning itself in the worldwide knowledge development.

A member of the Coimbra Group, this institution of higher learning now has six faculties: humanities, mathematics & natural sciences, medicine, law, social sciences and education. The institution excels in a number of fields, including biotechnology and information technology. The University of Turku is fully aware of the importance of developing its international relations in such areas as administration, research and education. With its multidisciplinary approach, this institution feels ready to take up the challenges of knowledge globalization.

Palermo's campus now has twelve faculties, including agriculture, law, medicine, engineering and natural sciences. The University of Palermo, like many other universities, is not immune to knowledge globalization. It is therefore working actively to develop international cooperation programs.

    The Bashkir Research Institute for Agriculture (opens in a new window) is a prominent scientific center for agrarian science in the system of the Russian Academy of Agricultural Sciences and the Academy of Sciences of the Republic of Bashkortostan . It was founded in 1956 on the basis of the Chishminskaya Experiment Station, founded in 1912, and it is the only scientific institution for agriculture, which elaborates and coordinates research projects for the agro-industrial complex of the republic.

  • Objectives

    1. Provide agricultural research and institutions with opportunities to exchange scientific information and to facilitate exchange of scientists.
    2. Foster scientific cooperation and promote cooperative projects among agricultural scientists in both institutions.

    Located in the middle of the city of Lleida, this university has several faculties, including medicine, law & economics, education and the Upper School of Agricultural Engineering.  Officially named the Universitat de Lleida in 1991, it traces its origins back to a masters' school that was established in 1841.  Their international relations office helps them opening up to the world.  Nowadays, worldwide mobility is offered to their professors and students through interuniversity arrangements.

  • Purpose
    The parties will endeavour to encourage further scientific and academic collaboration in agriculture and agri-food between them.

    The arrangement is a goodwill arrangement, which reflects the current understanding of the parties with respect to the matters described herein and does not create legally binding obligations under international law.
