A Milestone in Canada's Parliamentary History

The Long-Term Vision and Plan for the Parliamentary Precinct summarized in this document presents an historic opportunity to preserve and enhance treasured landmarks, and to create an efficient workplace for Parliamentarians of the 21st Century.

The Plan is rooted in a long history of reports and advisories concerning repairs and renovations to buildings in the Parliamentary Precinct. Although the need for repairs and modernization has become increasingly urgent over the years, only recently has there been a convergence of factors supporting the adoption and implementation of a comprehensive, multi-year program of renovation and new construction.

The Long-Term Vision and Plan represents a delicate balance of varied, and sometimes competing, objectives. This balance has been achieved through:

  • open communications with stakeholders to identify their requirements and to seek consensus on approaches for fulfilling the long terms needs of Parliament;
  • rigorous planning and analysis;
  • creative and sensitive urban design; and
  • a commitment to periodic and timely review of the requirements and strategies for accommodating them.

Commitment by all of the stakeholders to consultation, cooperation and careful coordination of activities will remain the keys to success in order to begin implementing the Plan. This is particularly the case because all the institutions of Parliament will continue to operate within the Precinct as the work goes forward.

Twenty-five years from now, the fruits of this productive collaboration will have been fully achieved: safe, efficient and secure work environments for Parliamentarians; much improved facilities to accommodate public hearings, committee deliberations, and national forums; excellent services within the Precinct for Canadian and foreign visitors; and, above all, the preservation and enhancement of the symbolic presence of the Parliamentary Precinct for us all.
