To honour the memory of all Canadians who have served their country in time of war, the National Flag of Canada will be flown at half-mast on all Government of Canada buildings and establishments across Canada from sunrise to sunset on Remembrance Day, Thursday, November 11, 2004.

Should half-masting occur at/near a cenotaph or another site where remembrance services are being observed, half-masting can occur at 11:00 a.m. (or according to the prescribed order of service) and extend until sunset. In this regard, the flag on the Peace Tower in Ottawa will fly at half-mast from the commencement of the service at the National War Memorial and remain in that position until sunset.

The Honourable Gerald S. Merrithew, P.C., C.D.

Mr. Merrithew was born on September 23, 1931 in Saint John, New Brunswick. He studied at the University of New Brunswick.

Mr. Merrithew was first elected to the House of Commons in 1984. Between 1984 and 1989, he occupied the position of Minister of State (Forestry), Minister of State (Forestry and Mines), Minister of Veterans Affairs, Minister responsible for the Atlantic Canada Opportunity Agency, without Portfolio, Minister of Supply and Services.

The Flags on all Government of Canada buildings and establishments at the Old Port in Quebec City, Quebec will be flown at half-mast from now, Monday, February 9, 2004 until sunset the day of the funeral (date to be determined), and on all Government of Canada buildings and establishments across the province of Quebec from sunrise to sunset on the day of the funeral, in honour of the late Claude Ryan, leader of the Liberal Party in Quebec from 1978 to 1982, and Member of the Executive Council of Quebec from 1989 to 1994.

Mr. Ryan was born on January 26, 1925 in Montréal, Quebec. He studied at the School of Social Services at the University of Montréal and History at the Pontifical Georgian University in Rome.

He became editor of Le Devoir in 1964. He became leader of the Liberal Party in Quebec in 1978. He led the ‘no’ side during the 1980 Quebec sovereignty referendum. From 1989 until 1994, he held the posts of Minister of Education, Higher Education and Sciences, with responsibility for administration of the French language Charter (1989), and Minister of Municipal Affairs and Public Security (1990). He was an author and a journalist.

The National Flag of Canada will be flown at half-mast on the Peace Tower in Ottawa effective immediately until sunset, Tuesday, January 27, 2004, in honour of the late Corporal Jamie Brendan Murphy, who was killed while on active duty in Afghanistan, Tuesday, January 27, 2004.

Please also note that the National Flag will be flown at half-mast on all Government of Canada buildings and establishments on the day and in the location of the burial/funeral from sunrise to sunset [location and date to be announced].
