Question:

Regular Force members who release from the CF with less than 10 years of service receive no severance pay. Members with between 10 and 20 years' service receive half severance pay. When these members re-enroll and later retire, they are not compensated for their previous time as far as severance pay goes.

For Reg Force members who are re-enrollees and who did not receive severance pay from their previous service, is there something in the works to allow these personnel to be compensated for that time (full compensation based on completed years, or some kind of formula allowing for partial payment to be added to a current entitlement)?

Answer:

If you are a Regular Force member, you receive severance pay as soon as you are released from the CF. If you re-enroll, you receive severance pay for the current continuous full-time service but not for any part of previous service.

As per Compensation and Benefit Instruction 204.40 (http://hr.ottawa-hull.mil.ca/dgcb/cbi/engraph/home_e.asp) (Intranet users only), “continuous service” means the current period of uninterrupted full-time paid service of an officer or non-commissioned member in the Canadian Forces up to and including the day on which the member is released, but does not include any part of the service in respect of which the member has already taken rehabilitation leave.

Section 1.1 of CBI 204.40 outlines the circumstances wherein a member may be released and then re-enrolled without losing his/her “continuous service” status, and also outlines the circumstances of release wherein a CF member may not receive severance pay.

Currently, there is no formula allowing for partial payment to be added to a current entitlement. The only formula for calculating severance pay entitlement is as per CBI 204.40.

Military ID Card strip

Question:

What information is electronically stored in the magnetic strip on the Military ID Card? If a member lost his/her ID card or had it stolen, and the person recovering it had the ability to “read” the magnetic strip, would the CF member be more vulnerable to identity theft based on personal information contained therein?

Answer:

The magnetic strip on the ID Card simply provides a numerical identifier relating to the member's pass control information, which is stored on a server rather than on the card. In the event that someone acquired the ID card and had the ability to read the strip, the only information available would be a number.

The magnetic strip is used only by people in the National Capital Region who also use their ID Cards as building passes. As the new proximity chip comes into use in the NCR, National Defence Identification Services will discontinue the use of identification cards with the magnetic strip.

CF members as passport guarantors

Why aren't Military Officers/Senior NCMs permitted to act/sign as guarantors on passport applications?

Answer:

In fact, commissioned officers are permitted to act as passport applicant guarantors, but only for applicants (plus their dependants) who are CF members or, in some circumstances, DND employees.

On applications for ordinary passports, a commissioned officer (B Comd, CO personnel administrative officer, NDHQ director general, NDHQ director or NDHQ career manager) who has known the applicant for at least two years may act as a guarantor through personal knowledge. As well, a commissioned officer who holds one of the above appointments but who does not know the applicant personally, or a commissioned officer whose position permits verification of the applicant's statements through access to the applicant's Service Record, may act as guarantor.

With regard to applications for Special and Diplomatic passports, and in circumstances such as Declarations in Lieu of Guarantor, somewhat different—and additional—criteria apply.
