CHRP designation gets national standards

Until now, the requirements for the Certified Human Resources Professional (CHRP) designation have varied throughout Canada. Now, provincial criteria will be dovetailed onto a newly established framework of national standards.

Training for the certification has been strongly endorsed by the Assistant Deputy Minister (Human Resources – Military) as being a valuable tool to increase the HR skills and knowledge of current and prospective DND/CF HR practitioners.

National standards

The Knowledge Exam will consist of multiple choice and short answer questions based on the nine functional areas of HR: management; staffing; occupational health and safety; finance and accounting; organizational behaviour; employee and labour relations; compensation; training and development; and planning.

Workshops on professional practice topics such as business ethics, HR Information Systems (HRIS), and writing a request for proposal will be available, as will exam preparation workshops.

Candidates will register with their provincial association to write the Knowledge Exam, which will be offered in autumn and spring beginning September 27, 2003. Exam fees will total $250.

The Outcomes Assessment Exam will measure HR competencies—how HR functions are successfully applied in the workplace—and could include HR critical incident scenarios for which candidates would be required to choose the best of offered solutions.

In preparation for this exam, Professional Assessment and Resource Centres (PARCs) will be set up with the support of each provincial association. Educational opportunities, on-line learning, and sample exam questions will be made available to candidates.

Candidates will have to be members of their provincial association, and will register with the association to write the Outcomes Assessment Exam within five years of writing the Knowledge Exam. Outcomes Assessment Exams will be offered in the spring and autumn beginning May 1, 2004. Exam fees will total $350.

For both exams, the minimum passing grade will be 70%, and 75% of the fees will be reimbursable for CF members under the Personal Enhancement Program (PEP). Candidates will be able to take these exams more than once, but fees will apply for each sitting.

HR professionals will be required to seek re-certification of their CHRP designation every three years through on-going professional development (PD).

PD activities may include participation in conferences and workshops, teaching/taking courses, reading, writing articles, giving presentations, mentoring, and conducting research on HR issues. Variety is key; reading through three years of PD journals will not be acceptable.

DND/CF HR professionals enrolled in CHRP courses confirm that the knowledge is immediately applicable to their jobs.
