Parliamentary Procedure Workshop

Purpose:

This one-day workshop, developed and delivered by the Legislative Assembly of British Columbia, is intended to provide a greater understanding of parliamentary procedure including the legislative and budgetary process in British Columbia as well as Cabinet and Treasury Board decision-making to staff in the public service.

Learning Objectives:

By the end of the session, participants will:

  • know how the parliamentary system governs the work of the public service, including an introduction to parliamentary procedure
  • have an appreciation for the roles and responsibilities of Ministers, including Cabinet decision-making and government caucus committees
  • understand how the legislative process works, including the annual cycle of requests for legislation and drafting
  • understand how Orders-in-Council and Regulations are processed
  • understand how policy work and research informs the legislative process
  • understand how the Budget and Estimate process works, including Treasury Board
  • understand how the impact of legislation, regulations, policies, procedures and guidelines inform the work of the public service.

Agenda:

Participants will arrive at 8:15 for an introduction to the day. Presentations in the Legislative Chamber will include the Clerk of the House, Legislative Counsel, and Clerk Assistant. In the afternoon, participants will attend in the public gallery to observe the House in session and complete the day with a presentation on Cabinet and Treasury Board decision-making.

Workshop Location:

The workshop will take place at the Parliament Buildings. The day will commence in the Ned de Beck Lounge on the 3rd floor at the Legislative Assembly of British Columbia.

Please Note: A waiting list has been established for future sessions. Please register and your name will be added to this list. You will be contacted when there is space available.

Confirmation:

The Legislative Assembly of British Columbia, Public Education & Outreach will issue a confirmation to each participant via e-mail once registration details are complete including the provision of background reading. The confirmation will also provide information regarding parking, entrance to the building, security passes and dress code requirements.

Cancellation:

The Workshop cancellation period is five (5) days prior to the delivery date. There is a cost to the Legislative Assembly of British Columbia associated with offering these sessions. There is an extensive waitlist and cancellation notice is required. Ministries may arrange for substitutions (with Public Education & Outreach approval) or ask PEO to fill the vacant seat.

Any personal requirements for participation in the Workshop, such as physical access, should be brought to the attention of Public Education & Outreach at the time of registration.
