99-239 - Local Competition Start-Up Costs Proceeding, Telecom Public Notice CRTC 98-10. File No.: 8622-S1-3/98. The Commission finds that: (a) a revenue requirement methodology is appropriate for recognizing the Companies’ local competition start-up and LNP costs and (b) there is insufficient information on the record to enable it to make a final determination as to the reasonableness of the local competition start-up costs and LNP costs identified by the Companies. In order to examine further the level of the costs submitted, the Commission is addressing additional interrogatories to the Companies. The Commission will render a final determination with respect to this matter, as well as other matters raised in this proceeding that are not expressly addressed in this Order, at a later date. Notwithstanding the above, the Commission considers it appropriate to permit the Companies to include LNP and local competition start-up costs in the calculation of the revenue reductions they are required to implement at the Price Cap Index level through filings to be made by the Companies by 31 March 1999 with respect to their 1999 price cap parameters. For this purpose, the Commission accepts at this time, on an interim basis, the cash flows submitted by the Companies, modified to reflect the use of the revenue requirement methodology. The Commission considers that the Companies’ local competition start-up and LNP costs allocated to capped Utility services should be recovered through an exogenous factor.
