June 2000 - Additional amendments being considered for the Pulp and Paper Effluent Regulations and for the Port Alberni Pulp and Paper Effluent Regulations

pursuant to the Fisheries Act

In November 1997, Environment Canada consulted with a broad group of stakeholders on draft proposed housekeeping amendments to the Pulp and Paper Effluent Regulations (PPER), made pursuant to the Fisheries Act in May 1992. These proposed amendments focused on streamlining the regulations to enhance their efficiency.

Comments were received from representatives of pulp and paper mills, the Canadian Pulp and Paper Association, provincial and municipal governments, environmental groups and the public at large. The Department has been drafting amending regulations to the PPER, taking into account the comments received.

In the course of this work, there arose a need to consider a number of additional amendments. The Department now wishes to consult with stakeholders to seek their views in respect of these additional amendments being considered for the PPER and for the Port Alberni Pulp and Paper Effluent Regulations. The Department has prepared a Consultation Document describing these additional amendments and wishes to solicit comments from the public on them.

Written comments received by the 30th of June 2000 will be reviewed and considered when finalizing the proposed amendments.

Based on responses to the 1997 Consultation notice and the current Consultation Document, the Department will prepare proposed amending regulations to the PPER for consideration by the Minister of Fisheries and Oceans Canada. If the Minister agrees with the proposed amending regulations package, these would then be submitted to the Governor General in Council for pre-publication in the Canada Gazette, Part I. Stakeholders will have another opportunity to provide comments during the 60-day formal public comment period that would follow this pre-publication. Comments received would be considered in the drafting of a final regulatory package that would then be submitted to the Governor General in Council for approval and publication in the Canada Gazette, Part II.
