Levin is a native of Winnipeg who holds a B.A. (Honours) from the University of Manitoba, an Ed.M from Harvard University and a Ph.D from the Ontario Institute for Studies in Education at the University of Toronto.

His career in education started with his efforts, while in high school, to organize a city-wide high school students' union, and his election as a school trustee in Seven Oaks School Division in Winnipeg at the age of 19. Levin has held leadership positions in a wide variety of organizations in the public and non-profit sectors. From 1999 until September 2002, he was Deputy Minister of Advanced Education and Deputy Minister of Education, Training and Youth for Manitoba. He has also been a professor and dean at the University of Manitoba.

In 2003, he was the recipient of the Whitworth Award for achievement in educational research from the Canadian Education Association, and in 2004 he was awarded the Lieutenant-Governor's Medal for Public Administration in Manitoba.
