Project Manager Darrell Carnegie at Bombardier Transportation discovered

Kelly in a panic regarding some clause in the proposal documents," says
Carnegie, "and he would explain what that clause really meant and

U.S. Department of Defense regulations and in putting to bed the intimidation
factor. Without his help, we might not have had the nerve to bid—or
even finished reviewing the proposal in time."
