Transport Canada's national transportation strategy calls for a
transportation system that is safe, smart, strategic, and sustainable - the top
priority being safety. This strategic plan defines how the department intends
to contribute to the safety and security of Canada's transportation system.
The function of Transport Canada's safety and security groups is
to protect life, health, the environment and property in the context of an
efficient, accessible and sustainable transportation system in which the public
can have continued confidence.
Our vision is to have a transportation system in Canada that is recognized worldwide as safe and secure, efficient and environmentally responsible.
We will strive for this through education, the promotion of safety
awareness, the establishment of effective policies and rules, continuous
monitoring of the system, and the enforcement of the laws governing
transportation safety.
Respect, teamwork, and professionalism are important to our
success. Working in partnership with other governments, departments, industry
and the public is key if Transport Canada is to provide leadership in
reinforcing safe practices and changing unsafe behaviour.

We
want to
achieve the following results:
- the adoption of safe practices on the part of industry,
governments and transportation users;
- the reduction of risk to the lowest practicable level;
- a greater awareness of the inherent risks of transportation, and
of the human factor in transportation safety, and greater use of new,
state-of-the-art technologies to enhance safety;
- public confidence in the safety and security of the
transportation system, including:
- public and stakeholder satisfaction with our services, and

- recognition of both the skill and professionalism of our staff
and the strong leadership role we play internationally; and
- consistent, appropriate and cost-effective intervention by
government where action is warranted, with full consideration of the range of
compliance tools available to effect change.
With our strategic focus on outcomes rather than process, the
achievement of results is key. We are looking to a greater sharing of safety
information to reinforce safe practices and measure results. Our strong resolve
to intervene where necessary is not diminished, and we will consider the use of
additional and alternative compliance tools. We want to seize every opportunity
to work constructively with our many stakeholders and to capitalize on the
considerable expertise in transportation safety available in industry,
non-governmental organizations, and provincial and municipal governments. Now
more than ever, we need to work in close collaboration with Canadians
everywhere to advance safety. We will continue to learn from each other and act
on this shared knowledge to further advance transportation safety. |
