Boat sailing during sunsetAt a project level, there are more than 100 additional partners involved in the Georgia Basin Action Plan, including the Coast Salish First Nations; local and regional governments; other federal and provincial departments; non-government organizations and academic institutions.

The Importance of Partnerships

To be truly effective, an ecosystem management plan should be designed and implemented by those that are affected by and have an interest in the outcome.

A partnership is an understanding between two or more parties to do something together. It is a relationship that consists of shared and/or compatible objectives and an acknowledged distribution of specific roles and responsibilities among the participants, which can be formal or informal, contractual or voluntary. The implication is that there is joint risk-taking and sharing of authority, and benefits for all partners.

Strong partnerships are crucial to the success of ecosystem management plans. Consequently, the goals and objectives of each initiative should be shared by the key partners. All partners should clearly understand their roles and responsibilities, and the deliverables expected from the partnership.

The most effective and lasting solutions are often found when local people are involved and empowered to develop and carry out their preferred approach. Program design should allow for flexibility in developing partnerships, recognizing the dynamics of such arrangements.
