Welcome to Payments in Lieu of Taxes (PILT) Program

The Payments in Lieu of Taxes (PILT) program is administered by Public Works and Government Services Canada on behalf of the Government of Canada under the authority of the Payments in Lieu of Taxes Act.

The Government of Canada through the PILT program distributes more than $460 million every year, to some 1,300 realty property taxing authorities, such as municipalities, provinces, school boards, local services boards and First Nations. It does this to contribute toward the cost of local government in communities where federal property is located. These payments, although discretionary, recognize the valuable direct and indirect services the Government of Canada receives from local governments.

There are more than 26,500 federal facilities across Canada, including military bases, correctional institutions, office buildings, national parks and harbours. Each of these facilities require municipal services such as sewers, water, police protection, fire protection, waste disposal and roads for which the Government of Canada contributions help to pay.

The Payments in Lieu of Taxes Program determine fair and equitable payment amounts for all PILT eligible departmental property. The basis of these payment amounts are the PILT Act and assessment and taxation principles, as applied to privately held properties in Canada.

PILT Applications On-line Return to Top

Beginning in 2003, Canadian realty taxing authorities that host federal property belonging to departments of the Government of Canada may apply for their payments in lieu of real property taxes using our on-line system. To learn more, click on PILT Applications On-line.

The Valuation and PILT Programs Directorate publishes a newsletter on topics of interest to our clients. Topics for feature articles alternate between Valuation and PILT. The release of the first issue was in January 2002, with new issues published on a semi-annual basis in January and June.
