CFHA Infrastructure & Technical Services

Crown Housing for Canadian Forces (CF) families is provided in support of the operational capability of the Canadian Forces wherever the private market cannot meet their needs. To ensure that suitable accommodation is available at all locations, the Infrastructure and Technical Services (ITS) Division of the Canadian Forces Housing Agency (CFHA) works to identify those areas where housing markets are not meeting the housing needs of military families, to develop and implement national strategies and site-specific solutions to meet their requirements, and to provide technical support, advice, guidance and recommendations to HMO staff and Head Office staff/management.

ITS is chiefly responsible for implementing the plans outlined in CFHA’s Rationalization Framework. Specific responsibilities in this regard include: consultation with stakeholders; design and development of options tailored to the requirements of specific locations; and investment analysis. ITS also considers and recommends means to achieve renewal and rationalization of the portfolio, whether it be through Crown ownership, public/private partnerships in development and management of housing units, or leasing from the private sector.

Three groups operate within the Division to achieve this mandate: Program Development, Planning and Implementation and Technical Services.

Program Development

The Program Development Group carries out research on factors affecting the housing requirements of Canadian Forces members and the housing markets to which they are posted. They are responsible for developing and amending an overall CFHA Housing Strategy that will allow the Agency to meet the current and future needs of CF families. The group is also responsible for reviewing and providing input to the accommodation policies developed by Directorate Quality of Life and for developing and interpreting the government’s Real Property Framework for the Agency. In addition the group ensures that long-term realty asset development tools, such as GIS, are in place to support CFHA's overall business direction.

Planning and Implementation

The Planning and Implementation Group is responsible for planning and overseeing the implementation of selected housing solutions. This includes the development of innovative, flexible and sustainable site-specific housing solutions as well as plans that will contribute to the development of sustainable communities. In addition, the group manages the "rightsizing" of the CFHA housing portfolio through implementation of projects for the renewal, construction and disposal of assets or properties. Contract management functions required to achieve this rest with the Planning and Implementation Group.

Technical Services

Technical Services Group provides technical support, advice, guidance and recommendations to the ITS team and to the GM Housing Operations. The group is responsible for the development of: technical assessment tools; technical standards, lifecycle and associated asset and management standards; as well as development and interpretation of technical and environmental policies, procedures and guidelines.
