Contaminated Sites Policy
The government’s approach to the management of provincial
contaminated sites is guided by the Management
of Provincial Contaminated Sites Policy. This document
outlines a risk-based framework for a coordinated and consistent
approach across ministries and government agencies. This framework
was developed with the assistance of the Provincial Contaminated
Sites Committee, and was built on the experiences of other jurisdictions
including Canada, USA, Great Britain, Australia and New Zealand.
The application of the following broad principles reflects a
systematic approach to managing provincial contaminated sites
that is based on science, fiscal and performance accountability.

Provincial risk management approach to human health and
environmental issues, and legal and financial liability issues.

Polluter Pays principle where the person or organization
responsible for the pollution will pay for pollution control,
clean up costs, and any consequential costs including damages.

Consultation and cooperation across agencies and with First
Nations.

Consistency and fairness in processes and standards.

Accountability and transparency in government's management
of provincial contaminated sites.

Innovative leadership approaches will be pursued when managing
provincial contaminated sites including P3s and Brownfield
re-development opportunities.

Promotion of prevention to minimize the creation of future
contaminated sites on provincial lands.

Sound science and technology will guide the management of
contaminated sites on provincial lands.
