The Minister delegates certain privileges to qualified people such as Authorized Persons and Pilot Examiners "P.E." (initially called DFTE). These last are appointed according to established criteria and needs, in order to act in the name of the Minister to give some services in order to accelerate the delivery process of Canadian Aviation Documents. These Authorized Persons represent the Minister of Transport to issue certain privileges, under certain conditions, to meet the needs of industry adequately, effectively and quickly. The role of an Authorized Person is to make sure that the candidates meet all the requirements before delivering certain privileges conferring by their letter of authorization. The authorized person must make sure that the documentation subjected is completed and is not falsified in addition to check that all the required forms are well completed in conformity with the Canadian Aviation Regulations (including the Standards) and the Aeronautics Act, then submitted within Ministry prescribed times.

Note: Any Authorized Person shall advised Transport Canada, by writing, of any change belong to his/her appointment, including the personal information he/she authorized to disclose to the public. Pilot Examiners "P.E." (initially called Designated Flight Test Examiners (D.F.T.E.): In accordance with the program, the Pilot Examiners represent the Minister of Transport to manage recreational, private, professional, multi-engine and instrument rating flight tests to the candidates according to the Standards, having followed their flight training on an aircraft belong to a certified Flight Training School, Aeroplane and Helicopter categories. The role of a Pilot Examiner is to verify the candidate flight skills by appropriate exercises, in order to obtain the pilot permit, licence or qualification. These privileges are conferred to them for a determined period, subject to the conditions stipulated in their letter of authorization as well as validity of their pilot licence and qualifications.
