As an executive member of government, the CIO has overall responsibility for setting the strategic direction of how Information Communication Technologies (ICT) should be used to enhance the government's service delivery capabilities.

The CIO oversees the development of key ICT strategies, policies, standards and business processes to optimize the government's corporate ICT competencies. These activities ensure that appropriate technologies are applied from a business perspective and are fully integrated with government's service delivery requirements.

As well, the CIO works with the broader public sector, citizens and business with a view to advancing the ICT environment in Manitoba, and to assist in developing a comprehensive e-strategy for the province.

ICT Services Manitoba is one of the four divisions under Science, Technology, Energy and Mines (STEM). The responsibility of this division is to develop a comprehensive eStrategy, building on the strengths in business, education and government community; developing key ICT strategies, policies, standards and to optimize the delivery of core ICT functions, in support of the service delivery goals.

ICT Services provides an information and communication technology environment within government where appropriate technologies are fully integrated with service delivery requirements; and provides analytical framework for review and approval of all ICT plans and projects.

ICT Strategic Services provides ICT planning, development and operations that support the major strategic direction of government. It is also responsible for leveraging and coordinating the government's investment in ICT to ensure best value from investment and maximum economic and community development opportunities.

ICT Service Delivery develops, deploys and maintains applications and associated database systems, and designs, implements and supports ICT infrastructure services that meet the current and future needs of government and the public sector in the delivery of citizen centered programs.

ICT Customer Service manages the relationships between ICT Services Manitoba and all government departments and provides a primary contact point for all information and communications technologies matters for the business areas.

ICT Management Services operates as a shared services unit that provides common and consistent services and business policy direction across all of ICT Services Manitoba. Management Services drives a synergy and collaboration across all service lines in the organization – with a focus on shared resources.

Collectively these groups are guided by a mandate that will:

"Ensure the best possible use of the province’s existing information and communication technologies through management of its resources, systems, platforms, applications and skills, while developing new ways to meet service challenges, plan for future needs, and respond to economic opportunities."
