The South Island Forest District (SIFD) Operational Planning Section (OPS) is responsible for the review of operational plans under the Forest Practices Code and the Forest and Range Practices Act legislation:
- Forest Development Plans, Silviculture Amendments, Road Layout and Design,
- Forest Stewardship Plans,
- Processing of applications for harvest authority (Cutting Permits, Road Permits and Misc. Permits). Note: for Minor Tenures and Small Scale Salvage see web link,
- The OPS is also responsible for consistent and accurate application of the Coastal Appraisal Manual.
The SIFD Operational Planning Section has a variety of licensee clients:
- Tree Farm Licenses (TFL):
- Forest Licenses (FL) held by:
- Timber License (TL) held by:
- Steeves Consulting Ltd.,
- BC Timber Sales and
- Various holders of Timber Licenses outside of TFLs

The OPS client base also includes the First Nations whose traditional territories (see the SIFD FN summary Map) are wholly or in part within the South Island Forest District. OPS staff, on behalf of the District Manager, consult with First Nations during the review and comment and approval process of Forest Development Plans, and, Forest Stewardship Plans. Consultation may also take place prior to issuance of harvest authority. OPS staff also work with First Nations in conjunction with Branch and Region staff to develop harvest opportunities.
The focus of our section is to manage all operational plans and harvest authority applications to ensure approval within pre-set timelines. Section staff work with licensees, MoFR and agency staff to ensure consistency of application of legislation and policy. In addition, we are committed to continuous improvement and work with our clients to improve our collective business process.
