Terry Sargeant - Chair

Terry Sargeant has been the full-time Chair of the Clean Environment Commission since January 2004. Prior to that, he was the Chief Appeal Commissioner of the Workers Compensation Appeal Commission for three and a half years.

In 1996, following almost twenty years of government service, with the House of Commons and the governments of Manitoba, Yukon and British Columbia, Terry enrolled in the Faculty of Law at the University of Manitoba, graduating in 1999. Following a year of articling with the Public Interest Law Centre, he was called to the Manitoba Bar in June 2000.

In other activities, he is the President of the Board of the Winnipeg Folk Festival, Chair of the Board of Governors of the University of Manitoba and Vice-Chair of the Board of the Council of Canadian Administrative Tribunals. 

Margaret Allan - Commissioner

Margaret Allan is a former broadcast journalist and radio producer who currently resides in Thompson.  She has worked for the CBC in a number of locations as well as for a number of social service and community non-profit groups and agencies.  She has a Bachelor of Arts degree (Political Science) from the University of Winnipeg.  Ms. Allan has been and is involved with many professional and community groups and activities.  She is manager of the Thompson Chamber of Commerce.

Norm Brandson - Commissioner

Norm Brandson is a Professional Engineer with degrees in Civil and Water Resource engineering. He is a practicing consultant on resource and environment issues. 

His 32-year career in the Manitoba Public Service included a wide variety of field and office assignments covering a broad range of environmental and resource disciplines. He was Deputy Minister of the Department of Environment for nine years and was also the founding Deputy Minister of the Departments of Conservation and Water Stewardship.

His continuing public service includes membership on the Board of Fort Whyte Alive environmental education centre and voluntary work on Lake Winnipeg issues.   

Gisele Funk - Commissioner

Gisele Funk currently resides in Boggy Creek.  She is active in the Metis community and acts as chairperson and member on several local and provincial boards and committees.  Gisele is a Job Finding Club Facilitator and Life Skills Coach.

Kenneth Gibbons - Commissioner

Ken Gibbons is an Associate Professor in the Department of Politics at the University of Winnipeg and served as Chair of the University of Manitoba/University of Winnipeg Joint Masters Program in Public Administration from 1995 to 2004. He has been active on numerous committees at the University of Winnipeg such as the Senate, the Curriculum Committee, the Environmental Studies Committee, and the Research Ethics Committee. In addition, Ken served on the Steering Committee of the Manitoba Eco-Network from 1983 to 1988, and has been a member of policy advisory committees for the governments of Winnipeg and Manitoba.

Ian Halket - Commissioner

Ian Halket is a hydrologist currently teaching in the Civil Engineering Technology Program at Red River College. Before joining the College, Ian worked as a hydrologist with DIAND in the Yukon, primarily assessing the impact of mining operations on the environment. Ian has also worked with consulting engineering firms and contractors on a variety of projects, including hydro-electric dams, highways and mines. Ian is currently studying for his Ph.D. in Civil Engineering at the University of Manitoba, specializing in the field of in-stream water quality. In addition, Ian holds a Master's degree in Geography and a Bachelor's in Mathematics. Ian was appointed to the Clean Environment Commission in 2000.

John Harvie - Commissioner

John Harvie is a partner with the legal firm of Myers Weinberg in Winnipeg.  He is legal counsel to First Nations and to Anishinaabe Child and Family Services and an Ad Hoc agent of the Attorney General of Canada.  His interests include civil litigation, aboriginal law, child protection and criminal litigation and Canada Labour Code and Canada Occupational Safety and Health Regulations.  Mr. Harvie is also involved in community activities in Winnipeg.

Judy E. Head - Commissioner 

Judy E. Head is currently employed by the Opaskwayak Cree Nation and has expertise in policy development and implementation in relation to First Nations land management, taxation and comprehensive and specific land claims issues.

Ms. Head is employed as Senior Manager responsible for Lands, Membership, OCN Gaming Commission, Treaty Land Entitlement, Specific Claims, By-Laws, and related legal issues.  Judy obtained a Bachelor of Arts (Honours) from the University of Saskatchewan in 1987 with a major in Native Studies.

John R. Hreno - Commissioner

John Hreno currently works as a professional Forestry Services Consultant. In the past he has been a Regional Forester and provincial Parks Forester for Manitoba Natural Resources. He has also served as the Manager of Regional Parks, the Director of Parks and Operations, and as General Manager of Parks and Recreation for The City of Winnipeg. 

Gerard Lecuyer - Commissioner

Gerard Lecuyer was employed as a teacher from 1960 to 1975, teaching Geography of Canada and the Southern Continents with the main focus on the environment.  Gerard has also taught in Sierra Leone and in Algeria with the Canadian International Development Agency.  Mr. Lecuyer was the Director of Special Projects within the French Branch of the Department of Education for 7 years.  Mr. Lecuyer was elected as an MLA in 1981 and served as Minister of Environment and Workplace Safety and Health, and was also responsible for the Workers Compensation Board from 1983 to 1988.

Since 1988, Gerard has worked as a consultant for all levels of government and numerous organizations.  His activities included a 2 year project for the government of the Yukon developing and implementing programs and projects as well as being the Executive Director of the Francophone Parents Federation in Manitoba.  Through his varied career, Mr. Lecuyer has traveled all across Canada and many countries of Europe, Africa and South America.

Patricia MacKay - Commissioner

Patricia MacKay is a Senior Scholar in the Department of Entomology at the University of Manitoba.  Her interests and expertise include entomology, pesticide toxicology and ecology.  Dr. MacKay has been involved in a number of professional societies and environmentally related advisory committees.  Among her activities she has served as President of the Entomological Society of Manitoba, Associate Editor of the Canadian Journal of Zoology, Pesticide Subcommittee of Soil Science Lead Committee to MASCC, University of Manitoba President’s Advisory Committee on Energy and University of Manitoba Environmental Science Advisory Committee.

Aurelie Mogan - Commissioner

Aurelie Mogan is an economist with 25 years experience in social and economic analysis and a strong interest in community development and the environment.  She has worked for the past 15 years on agriculture issues and rural policy for the government of Canada, and has been involved in establishing research and project partnerships between all levels of government, and multiple sectors of the economy and society.  Previous work experience includes small business development and women’s issues.  Ms. Mogan is currently the Head of Research and Analysis for the Rural Secretariat, Government of Canada.  She has served on the boards and committees of a number of community organizations, sports associations, and journals. 

Wayne Motheral - Commissioner

Wayne Motheral is a former president of the Association of Manitoba Municipalities, and a former councillor for 16 years with the Rural Municipality of Louise. He represented municipalities on several advisory groups to Manitoba Conservation. He also farmed in southern Manitoba in the Snowflake area, and is still actively involved in land stewardship.

Wayne Sato - Commissioner 

Wayne Sato has been a member of the Manitoba Clean Environment Commission since 2000.  Wayne is a partner with one of Winnipeg’s largest commercial real estate firms, specializing in office leasing.  Mr. Sato has been an active advocate for Winnipeg’s downtown and is a past Chair of the Downtown Winnipeg “BIZ” which represents over 2,100 businesses. Wayne attended the University of Manitoba where he earned a Bachelor of Environmental Studies from the Faculty of Architecture.

Ken Wait - Commissioner

Ken Wait has experience as a health safety and environmental protection professional and has worked with Manitoba Rolling Mills, Manitoba Hydro, Manitoba Labour, Manitoba Environment and Inco Ltd. in Thompson.

Edwin Yee - Commissioner

Edwin Yee is currently an environmental consultant with 30 years experience in regulatory management of toxic chemicals, hazardous waste and contaminated sites.  Mr. Yee has participated in the development of national and international guidelines and standards for soil quality and petroleum hydrocarbons and provided guidance to the Abandoned Mines Advisory Committee.  Edwin’s areas of interest include the development of environmental legislation, regulations and guidelines, environmental risk assessment, site remediation, regulatory compliance audits and environmental licence applications. 

Frank Young - Commissioner

Frank Young is currently a commercial fisherman residing in Bloodvein.  He has served as Chief of the Bloodvein First Nation for four years and a band counsellor for many years.  Mr.Young has been employed by Manitoba Hydro, Indian and Northern Affairs Canada and Manitoba Conservation.  He is an active participant in the East Side Planning Initiative on behalf of the Bloodvein First Nation.  Mr. Young’s interests lie in community development and planning.

Cathy Johnson - Secretary

Cathy Johnson is the Commission Secretary.  Reporting to the Chairperson, the Commission Secretary is responsible for the overall operation of the Commission.  Ms. Johnson served as Secretary since 2005 and has over 20 years of service with the former Department of Natural Resources.  Ms. Johnson has a variety of experience with local, provincial, national and international conservation programs at the field and administrative level.

Joyce Mueller - Administrative Assistant

Joyce Mueller is the Administrative Assistant to the Commission.  Joyce provides administrative support to the Clean Environment Commission and is usually the first point of contact for our clients.  Joyce has over 35 years of experience with the provincial government in several administrative support positions.
