INTRODUCTION
Governments today are working out new ways to ensure that citizens' needs are central to service delivery. Whether it be looking at new ways of delivering services through such initiatives as integrated service delivery, single window services (one-stop shopping) or focusing on improving the quality of existing service delivery methods, much is being done to provide easier, more convenient and more effective access to government.
The Citizen-Centred Service section profiles some of the many efforts currently underway in Manitoba that are looking to better address the needs of our citizens.

Citizens First 4 is a significant Canadian public sector initiative that provides key insights into how
citizen’s perceive government services and where they see room for improvement. It seeks to guide
public service managers on where and how to drive change by giving them an outside-in perspective into
government services. This action-oriented research is a hallmark of citizen-centred service improvement
in Canada.
