- Evaluation of Regional Electricity Pricing for Northern Ontario

Navigant Consulting, Inc. (Navigant Consulting or NCI) was retained by the Ontario Ministry of Energy
to provide an independent analysis of whether a cost-based regional pricing regime would lead to lower
delivered electricity prices for customers in Northern Ontario. Their analysis is based on a review of
differences between Northern and Southern Ontario in the various cost components of delivered
electricity prices. This analysis is in response to requests from regional interests for regional electricity
pricing. Contributing to the calls for regional pricing for Northern Ontario are the shadow locational
marginal prices (LMPs) that have been estimated by the IESO which show LMPs about 50% lower for
Northwestern Ontario than for the rest of Ontario.

This report was prepared by the consulting team of SNC-Lavalin Inc. and McLeod Wood
Associates, under contract to the Ontario Ministry of Energy.
The Ministry of Energy conducted the study process in conjunction with and for the
purposes of engaging First Nations Chiefs and their representatives in the discussion of the
implications to First Nations of clean energy transfer (transmission) between Manitoba and
Ontario. The Chiefs Steering Committee forum has been an open sharing of views and
opinions.

- New BioEnergy Study: An Assessment of the Viability of Exploiting Bio-Energy Resources Accessible to the Atikokan Generating Station

April 2006 — This pre-feasibility study examines the viability of using bio-energy as a potential fuel alternative for the Atikokan generating station. Options such as wood waste, forest harvest residues and peat are reviewed from the perspectives of availability and cost, as well as environmental and social implications.
It is anticipated that this baseline research will inform the new Bio-energy Research Centre to be located in Atikokan, for which $4 million in funding was announced in the 2006 Ontario budget. The study was carried out by Forest Bioproducts Inc., an independent Ontario based consultancy with expertise in the area of biomass energy.

- Supply Mix Advice Report
It has been many years since a comprehensive, long-term plan for electricity has been prepared for the Province of Ontario. The Minister of Energy has requested that the Ontario Power Authority (OPA) begin the process of developing a proposed Integrated Power System Plan. Section 25.30 (2) of the Electricity Act, 1998 allows the Minister of Energy to issue directives relating to overall goals of the plan. These goals include:
- the production of electricity from particular combinations of energy sources and generation technologies;
- increases in generation capacity from alternative energy sources, renewable energy sources or other energy sources;
- the phasing out of coal-fired generation facilities; and
- the development and implementation of conservation measures, programs and targets on a system-wide basis or in particular service areas.
In order to provide assistance to the government in its deliberations prior to issuing such directives, the Minister of Energy requested that the OPA prepare a report addressing these matters.

This report documents the methodology, data and results of an independent cost-benefit analysis
(CBA) of the financial costs and health and environmental damages associated with four
electricity generation scenarios. These scenarios cover a range of electricity generation
alternatives for replacing the electricity produced by the province?s coal-fired generation
facilities. The results of this study provide an estimation of the costs and benefits of some of the
policy directions available to the government of Ontario with respect to replacing the coal-fired
generation facilities.

Assessment of the Potential for a Clean Energy Transfer Between Manitoba
and Ontario (September 2004)
The governments of Ontario and Manitoba signed a Memorandum of Understanding on June 20, 2003 to study the development of some of Manitoba's approximately 5,000 MW of potential new clean energy supply, for delivery to Ontario (the "Clean Energy Transfer Initiative"). Working groups with representatives from the Manitoba Department of Energy, Science and Technology; the Ontario Ministry of Energy; Manitoba Hydro; Hydro One; and the Ontario Independent Electricity Market Operator; evaluated various aspects of a long-term power supply arrangement between Manitoba and Ontario with an incremental 1500 MW of transfer capacity.

on Economic Feasibility and Means for Financing Study of the Beck 3 Generating
Station
June 2004 — The Ontario Ministry of Energy engaged Klohn Crippen Consultants Ltd. in association with ICF Consulting Inc. to study the proposed Beck 3 hydroelectric development located in Niagara Falls, Ontario.
Existing Ontario Power Generation facilities at the project site comprise Beck 1, Beck 2 and Beck PGS hydroelectric developments and have been found to have insufficient flow diversion and installed capacity to fully use the Canadian share of the water along the Niagara River. Commencing in early 1990, detailed engineering work was carried out for the Beck 3 generating station to address capturing these available power flows for the Ontario grid. An Environmental Assessment (EA) document was prepared and submitted to the Ministry of Environment for approval. Approval of the EA was granted in October 1998.
The scope of this immediate study was to conduct an independent assessment of the economic feasibility and means of financing of the Beck 3 project.

Power Generation and Hydro One Salary Disclosure
A Bill (Bill 15, An Act to amend the Public Sector Salary Disclosure Act, 1996) was introduced by the Minister of Energy in December 2003 to require Hydro One and Ontario Power Generation to disclose salaries and benefits paid to employees who earned $100,000 or more. This requirement also applies to the years 1999, 2000, 2001, 2002 and 2003.

March 15, 2004 — On August 14, 2003, the largest blackout in North American history affected 50 million people in Ontario and a number of US jurisdictions.
This examination is a high level look at the management response to the operational activities that occurred immediately before the outage and during the power restoration period. Information and analysis was gathered from the four major players in Ontario's electricity market: the generators — Ontario Power Generation and Bruce Nuclear, the transmission grid — Hydro One Inc., and the regulator — the Independent Market Operator (IMO).
