Role and Mission

The role and mission of The Civil Service Superannuation Board (CSSB) is to administer the Plans in accordance with the various acts and insurance policies under its direction and the Minister Responsible, and to provide efficient services and equitable treatment to all members.

Major Objectives and Responsibilities

The major objectives and responsibilities of the CSSB are to:

  • Pay benefits promptly and efficiently, maintain detailed, accurate records of all revenue, expenditure and investment transactions plus employee contributions, earnings, service and interest for each individual member
  • Safeguard the assets of The Civil Service Superannuation Fund (the Fund), monitor the return on Fund assets and meet disclosure requirements concerning Fund operations
  • Provide direction to employers concerning their responsibility in administering the various benefits
  • Inform all members of their benefit entitlements and ensure that their needs concerning benefit information have been satisfied
  • Maximize productivity and quality in all segments of the operation
  • Practice good governance

Other Administered Plans

The Public Service Group Insurance Fund

Under Subsection 6(1) of The Public Servants Insurance Act, the CSSB shall administer that act subject to the supervision of the Minister of Finance. We maintain three separate plans to provide Group Life Insurance, Accidental Death and Disablement Insurance, and Dependents’ Group Life Insurance for eligible and retired employees, and their eligible dependents, of the Government of Manitoba and most of its Agencies and Boards.

Each of the three plans is self-funding. Employee, retired employee and employer contributions, along with investment income, finance all death and disablement claims and administration costs.

Money Purchase Account

Subsection 64(1) of the Act requires the CSSB to establish in the accounts of the CSSB and maintain in accordance with regulations separate money purchase accounts, as may be required under the Act or the regulations, for employees, recipients of superannuation allowances, annuities or pensions payable under the Act, or persons on whose behalf the CSSB is required or requested to transfer moneys to a money purchase account. Refunds are made upon written request by the contributor. Administrative costs are recovered by the CSSB.
