Capacity Building Conferences

To assist in achieving the objectives of the Gas Tax Agreement and to prepare communities to move forward with the implementation of the New Deal for NWT Community Governments, the Department of Municipal and Community Affairs (MACA), in partnership with the Northwest Territories Association of Communities (NWTHC), is coordinating two major planning conferences.

Sustainable Planning Conference
November 22 to 24, 2006
Explorer Hotel, Yellowknife

The first conference, “Sustainable Planning”, is scheduled for November 22 to 24 at the Explorer Hotel in Yellowknife.

Under the Gas Tax Agreement signed between the Government of the Northwest Territories and the Government of Canada in November 2005, every community that receives funding under the Agreement must completed a Capital Investment Plan by March 31, 2007 and an Integrated Community Sustainability Plan by March 31, 2010. These Integrated Community Sustainability Plans must also contain community energy plans.

The November conference focuses on discussion of models of sustainable planning and the concept of formulating a Northwest Territories template for Integrated Community Sustainability Planning. Other topics on the three-day agenda include community energy planning, capital investment planning, innovation in project design, and information on private sector support.

A joint MACA/NWTAC letter of invitation outlining the details of reimbursement for travel costs for two participants from each community government to the conference was sent to all 33 communities in September 2006.

Strengthening Communities– From Policy to Practice
April 11 and 12, 2007
Explorer Hotel, Yellowknife

The second conference is called “Strengthening Communities – From Policy to Practice” and is scheduled for April 11 and 12, 2007 at the Explorer Hotel in Yellowknife.

Building on the momentum of the November 2006 conference, the April conference provides a venue for the final discussion and approval of the Northwest Territories Integrated Community Sustainability Plan template. This conference will assist communities in preparing for formal implementation of the New Deal for NWT Community Governments, specific to the roles and responsibilities of communities, councils and staff.

In addition to the exchange of best practices at the territorial and national levels, topics will include implementation of Integrated Community Sustainability Planning and next steps; and New Deal for NWT Community Governments related topics including capital planning; innovation project management; community strategic investments; capital investment plans; property taxation; land administration; and capacity building.

Funding assistance may be applied for through the Community Development Fund. Please contact your MACA Regional Superintendent for more information.

$2005 Scholarship for Trades and Occupations

In 2006, the Alberta Government announced the creation of the Alberta Centennial Scholarship to celebrate its 100th anniversary. Every year, twenty-five scholarships of $2005 will be allocated to each province. The Department of Education, Culture and Employment will award the scholarships to students entering or currently registered in a trade or designated occupation and meet the conditions of the eligibility. Students pursuing community government occupational certification through the School of Community Government, such as Finance Officer or Works Foreman, are eligible to apply. Interim Land Withdrawal Agreement - November 02, 2006

The Akaitcho Dene First Nations (ADFN) and the Government of the Northwest Territories (GNWT) have reached a land withdrawal that will allow the parties to continue making progress towards an agreement on land, resources and self-government. The land withdrawn by Commissioner's Order totals 1034 hectares. Click here ( 2.24 MB) to see the map.

The Minister of Municipal and Community Affairs announced on February 7, 2006 that 601 hectares of land would be transferred to the City of Yellowknife for residential, recreational, commercial, and industrial development. Boom, Bust and the Role of Infrastructure

Municipal and Community Affairs has partnered with Infrastructure Canada to research how boom and bust economies, especially related to resource development, impact municipal infrastructure in the Northwest Territories. An initial workshop involving academics, industry and federal, territorial and community government representatives was held in November 2005 to scope out the issues and direct further work.
