Abstract :
The Ice Storm of 1998 caused damage to over 600,000 hectares of forested area in eastern Ontario. A program to aid landowners of managed forests was developed between the federal and provincial government. Under Annex C of the Canada-Ontario Agreement (on) Ice Storm Economic Recovery Assistance (COA), the $3.5 million program was cost-shared between the two parties and implemented by the province. Cooperative development of the program, developing appropriate briefings and submissions to amend the Agreement and implementing the provisions to the Annex as the Forest Recovery Assistance Program (FRAP) preceded implementation of the program. OMNR took the lead in implementing FRAP with the CFS providing federal funding and monitoring the activities.

Objectives:
To provide financial assistance to managed woodlot owners whose properties were adversely affected by the Ice Storm of January 1998. Under Annex A of the COA, EOMF implemented a research program into ice storm damage and recovery.

Key Deliverables:
Salvage assistance- 6 949 ha; clean-up of destroyed plantations- 2 432 ha; basic forest clean-up 9 108 ha. Funding also provided for wood marketing, rental of a portable sawmill and splitter, and information dissemination.

Expected Benefits:
Economic recovery of natural stands and plantations affected by the Ice Storm through financial assistance to landowners. The work approved was based on an assessment of needs.
